VILLAGES PARTICIPATING IN THE FIRST FORA OF VILLAGES AND NEIGHBOURHOODS OF THE WORLD
(Paris - Cité Universitaire Internationale - may 7 - 11, 1999)

From every continent, we have invited one or more villages representing intervention and activity fields as following : associations and organizations from civil society, solidary and social economy, independent and critical media, trade unions and social movements, rural collectives, cultural centres and places, artistic groups, universities, enterprises, researchers' and scientists' collectives, territorial communities (towns, quarters). Diversity of the invited villages had been considered as one of the success conditions of these First Fora. All the villages distinguish themselves firstly, by refusing the actual economic and financial globalization which subjugates the becoming of the peoples to the only market laws, but first of all by developing and inventing innovative pratices in the social, cultural, economic, and educational fields.

• APMAKES (Mali/France)

• APROFES (Association de Promotion de la Femme Sénégalaise, Association Promoting Senegalian Women) and ASDES (Association pour un Développement Équitable et Solidaire, Assoc. For just and solidary development, Senegal)
  APROFES works for women and ASDES for young people. They aim at urging the population to take its own responsibilities and initiatives, so as to leave assistance policies aside. Together with other associations in Western Africa, they have created and released a “Handbook for Economic Literacy”, a useful tool to understand modern speculative economy and to fight for the re-appropriation of lands for a food-producing agriculture. Indeed, most lands are dedicated to a moribund export-oriented agriculture. APROFES develops an educational program for resistance through the “Popular Intervention Theatre” with the group Baamtaré.

• ASSODIV (Association for the Villager Initiative Development, Benin),
  ASSODIV is a NGO created in September 12^th, 1987. The thinking abilities of the members are used voluntarly, but also their technical abilities and according the equipment they have to improve their socio-economical and judiciary life conditions.

• Baamtaré, theater, dance and music group, working with APROFES and ASDES.
• Collectif Afrique Périphérique (« Jeunaissance » Collective African Suburbs, Senegal)
  This association has founded a House for Youth and Culture in the suburbs of Dakar. lt produces rap groups and Senegalese dancing bands. A rehearsal room and a dancing room are available to young people. They create and produce their works and use new technologies. People responsible for the Collective attended the Fora as well as the traditional dancing and music group N'Gallu and the rap group Black Innocence Bamtaare.

• CONCEPT (Assoc. for local development, Dakar, Senegal ; this Village couldn't attend because of visa problems, but they're taking part in the Fora).
  The association CONCEPT is trying to define and to have a different view of the local development characteristic of the realities of the African continent. Concept plans to found a “multination, ecological, civil, and supporting enterprise” where the less wealthy could become shareholders because they'll be offered the possibilities to acyuire shares and labour could be presented as savings.
  Saving with work is an alternative to the credit savings which are very restricted in the countries where saving possibilities are poor.
  So, those who have only their work force could work for a few hours, days or months to get shares of an ecological, supporting, and civil enterprise.

• GARED (Action and Reflection Group about Environment and Development, Togo). GARED is an association of young people from Togo the objectives of whom are :
  • developing actions in order to improve life in towns and rural areas ;
  • popular education to sustainable administration of the natural resources (earth, water, biodiversity).
  GARED publish a quarterly magazine called « Lonlon Woma », The letter of friendship in éwé language.

• KHOTSO Community - Empowerment Center (South Africa)
  The Kothso center is a community center located in the township of Ennendal, Southern Soweto. A council of township citizens and elected members of ANC manages the center and this one is open to the whole community in order to exchange ideas around merchant activities such as harvesting fruits to to make fruit juice which is sold in school restaurants, unit making and selling small bricks to help the inhabitants to build houses with permanent structures according the progressive amount of their wages. Professional Trainings are proposed such as secretarial courses, accountancy, plumbing, management to help the women to manage their micro enterprises, carpentry for those who need a house with a permanent structure, etc..

• Mahaleo (Madagascar). In Madagascar, which is classified among the fifteen poorest countries of the world by experts, the musicians of the band Mahaleo founded in 1973 are one of the most popular band of the island. They sing about injustice, rebellion, hope and they challenge to create an “international countryside soul”. They are also doctors, sociologists committed in political and social actions in the poorest part of the capital, Tananarive, and in the country. They find “a nice solution to found a new society" with two hundred countrymen families. They planned to move ten thousand families in rich but unhabited areas and protected by looters and organised gangs who are said to be paid by the State.
  But since 1991, the island has been stroke by a wave of liberalism and those who seized that opportunity are reducing these lands to settle factories and industrial slaughterhouses. The battle has started up on a judiciary, political, and philosophical level. What's the meaning of that liberalism pretending to be suitable with democracy and harvesting thousand of people ? The band carries out serious studies about the social and cultural consequences of a liberal globalization in Madagascar.
  Mahaleo are going to host the next Fora.
• Martin Luther King International Centre for Peace (Kigali, Rwanda).
  Their work is strongly connected to the particular context of Rwanda and to its history. The centre is intended to youth, trying to make them find again the sense of humanity, the sense of responsibility and to teach them citizenship. Besides, the centre does its best to offer to these young social and economical prospects by giving them a formation, by giving them the means to survive and by cultivating their mind with a culture of peace and tolerance.
  That way, it's not about to forget the clashes but to allow them to raise the real society's problems, the question of power and to demand social justice.
  How to see to it that the citizens get the power and control it ? What is a responsible citizen ? These are the questions that the young will have to answer through different activities which need them to take care of themselves and of their responsibilities.
  So, day by day a new Africa is emerging, the media never talk about this one, a new Africa where the population solve their problems by themselves, in democracy and peace.

• Musique Espérance (Burundi)

• Radio Kayira (Mali). The first radio Kayira was created 5 years ago when Mali needed a free speech space. After the fall of the dictatorship, some participants of the movement among them the director Cheik Oumar Cissoko, doctor Oumar Mariko, Professor Many Camara wanted to use that radio as a mean to fight for democracy. Within 5 years the radio has been multiplied : a station in Segou, one in Koutiala, and a third in Koulikoro.
  The radio worked a lot against illiteracy creating centres to give instruction in the Peul language and soon in Bambara. The Kayira community radios network is preparing to face the destructive effects of the economic receipts imposed by the IMF and the World Bank. It's not about repeating speeches against the international organism but to innovate and popularize different kinds of organization which allow the Malians to solve by themselves the serious troubles they're living.
  In that way, the Kayira stations are broadcasting educational programs, economical analysis and they're supporting the creation of think clubs. Now, the government is constantly assaulting them by interfering the programs and destroying the equipment, so the radio is calling out Reporters Sans Frontières in order to protest on the international scale against these hi-jacking of information flows.

• RAJ (Rassemblement Actions Jeunesse, Youth Action Gathering, Algeria). The 1988 riots, which took place in Algiers, showed the strong and emerging claiming of the youth for freedom, equality and justice These events have been followed by the creation of that association which is fighting for democracy in Algeria.
  In 1998, RAJ was awarded the Human Rights Prize by the city of Bremen (Germany) for its work to make the public aware of respecting the democratic freedoms.
  Every day, the association is struggling for the freedom of speech and the media in Algeria, to think about democracy, to fight against the economical exclusion of the young, to start a responsible and clear dialogue with all those condemning violence in order to establish global, democratic and fair solutions to the troubles the country is living.
   

  LATIN AND CENTRAL AMERICA :

• ACIYA (Asociación de Capitanias Indigenas del resguardo Yaïgojé-Apaporis, Indians from the Apaporis region, state of Amazonas, Colombia)
  The Native Americans of Colombia represent only 3 % of the entire population. The region where they're living is only made of Indians reservations. In the Colombian Legislation that word designate the areas given back to the Indians and which remain collective properties. In the Amazonas department the return of their territories as reservations occurred only in 1985 for some of them and in 1988 for the others. The Apaporis Indian, men and women, fought in a pacific way since the end of the 70s for the recognition of their communities on ancestral territories by the Colombian government. In 1988, the Yaigoje-Apaporis reservation was officially acknowledged.
  A great part of the river Apaporis dived in the depth of the Colombian Amazonia and running along a small part of the Brazilian border is occupied by Cabyiari, Tanimuka, Letuama, Yauna, Macuna and Yujup Indian tribes. Since more than four years, an organization, named ACIYA, was created. Most of the communities of the reservation are gathered around the organization with a very democratic functioning. ACIYA deals not only with the development of local autonomy, in particular in the domain of health, education and minor production projects, but with the creation and the settlement of relationships respectful of people but also of their rights, and their culture with the other part of the country.

• Autonomous municipalities from Chiapas « CIOAC Independiente » (Las Margaritas, Mexico). Following the revolt of Native American's of Chiapas in January 1994, 38 municipalities have been created to avoid the low-intensity conflicts lead by the Mexican govermnent.
  A daily resistance has been based on solidarity, mutual aid, fierceness for life, and courage. These municipalities are the only one in the world to experience direct and participative democracy.

• AXIAL (Paraguay). For a few years, AXIAL has been stressing social justice, solidarity, basing its efforts on a more important and active participation of the indigenous people and the poor peasants in the initiatives which will let them to build territorial communities based on principles : social justice, solidarity, creative contribution and lasting development. The originality of their process can be seen in their visible and tangible results in the cultural and natural patrimony protection and rehabilitation, in their social trust (thousands of families are associated to these programs), in a methodology used to concrete experiences and struggle successes based on an “axial exchange” which is a social debt in exchange of community ecology. The commitments are negotiated or defmed by each party. Agreements are counted, dated, signed and evaluated.
• IPC (Instituto Popular de Capacitación de la Corporación de Promoción Popular, Institute for Popular Education, Medellin, Colombia).
  IPC is a civil society organization of national nature which was founded in Medellin in 1982. That institution of popular promotion aims to promote the “civilian community”, and civil area. It favors supporting economy, both governmental and non govemmental through training, research, documentary, counseling and programs in priority in the region of Antioquia. Programs are set up to educate, to research, to participate, to solve troubles and to promote both peace by boosting a culture of respect and human, civil, political economical, social and cuitural rights.

• OECEAP (cooperative organizations from Amapa state, Brazil). OCEAP chaired by Elizeu Cardoso Viana is located in Macapa the capital of the state of Amapa and is affiliated to the OCB, the Brazilian Cooperative Organizations. All the branches of the cooperative activities are integrated in that organization which is the representative organism of the state of Amapa ... OCEAP is carrying out surveys with third parties, and is proposing solutions to development problems and the cooperative running. Thus they're also collaborating with the government, taking part in its decisions, and they see the possibility of a relation between cooperatives and a global economic structure. Their experiences are spread in order to prepare the creation of different kinds of different cooperatives. Specialized areas are conducted so as to the other affiliated cooperatives can according their own interests, study, discuss and propose solutions to their peculiar economical problems. Their position as a representative political organism and advocate of the Amapa cooperatives make them to have other activities. OCEAP is maintaining a total neutral policy and abstain themselves from discriminate over religious, racial, or social values.

  NORTHERN AMERICA :

• Center for New Work (Ann Arbor, Michigan, USA). The center is working on developing practical solutions to the current mutation of the work notion. The new work, which is less a global concept than a lot of ideas on work and human mind, is advocating autonomy, individual freedom and participation to the comrnunity. The classical pair “wage-earning” being over, the center is seeking how new kinds of flexible work can allow individuals to take over their time and be dedicated to useful activities such as neighborhood, the ecological reestablishment of living spaces, innovation without forgetting of course time dedicated to family, hobbies, service exchanges which are not supposed to be lead by trade associations, etc.. Research reports are published by the center which is also cooperating with institutions officially declared as national assets.

• Institute of Social Ecology (Vernon, USA). This research and studying centre is in the heart of numerous ecological and political struggles in the United States. Their approach of agriculture is based on sustainable development.
• Ithaca (USA). For a few years in the town of Ithaca, an alternative currency has been developed (the Hour), so the inhabitants were able to stay in that town despite a high cost of living. Today, most of the stores of the town are implicated in that experience of complementary currency.

• Rural Solidarity (Solidarité Rurale, Quebec). Rural Solidarity was founded in 1991 to follow through the rural world States General its actions have been carried on by uniting the strength of nearly twenty national and democratic organisms which are located on the whole territory and participated to the States General and through the years joined the organization. Since June 1997, Rural Solidarity has been acting as an adviser authority of the Quebec government.
  The promotion of a rural policy considering the people and the environment is sought by the organization. There are different areas of thinking and intervention such as water problems, inter--village transportation, selection of country products, the settlement of civil financial institutions in the village, the integration of immigrants into the rural world, the defence of patrimony, tourism, agricultural tourism, civil training etc..
  Rural solidarity is also an information and documentation centre broadcasting through internet.

  CARIBBEAN ISLANDS :

• AM4 (Cultural association), Ste. Anne - MARTINIQUE
• Modemas (Mouvement des Démocrates et des Écologistes pour une Martinique Souveraine, Democrat and Ecologist Movement for a Sovereign Martinique).
  Garcin Malsa, founder of MODEMAS and mayor of Saint Anne, Martinique, sums up the four founding principles of his movement : “creolity”, democracy, ecology, and sovereignty.
  MODEMAS is still taking up fights against tractors and Bulldozers of property developers who have started to concrete Martinique and make of tourism the main activity just for their own profit. On the other hand he supports the actions of food producing ecological enterprises development, he's claiming the Martinique sovereignty and the abolition of colonies. Garcin Malsa initiated the thinking movement which wants slavery to be acknowledged as a crime against humanity. In order to heal that historical wound, he and others such as the writers Raphaël Confiant and Patrick Chamoiseau are promoting creolity with a cultural crossing. So they created an School of Oralism and a Martiniquean TV station which wasn't liked by the CSA (French commission on television). In 1994, the equipment was seized in Saint Anne's town hall by guardsmen sent by the French authorities, but after years of judiciary troubles they had to give it back. The MODEMAS opposes liberal globalization to people's solidarity, aims at decolonization and the settlement of concrete alternative organizations.

• IYKAV (Foundation of Humanitarian Aid and Development, Turkey). With careful drawn projects, IYKAV wants to act against the Kurds' exodus out of Turkey. That organization, made of two centres, aims to help the uprooted Kurds, who have often been tortured, to find within their own country help, accommodation and means to live.

  ASIA AND OCEANIA :

• CLEAR (Center for Law and Economic Analysis and Research, Bangalore, India). That department of the Bangalore University is working on research, professional training and the proposition of legislative reforms dealing with the main activity areas which are connected to the major social stakes in India. Everybody can join that centre, not only law students but also NGO militants, unionists, human rights activists and especially those of the women, etc..

• Grameen Bank, (Bangladesh). Founded by Muhammad Yunus, the Grameen Bank was the first “bank which lends to the poor”. So the most destitute, especially women, can borrow to invest in their own work tools and pay back only minor interests. Yunus is explaining the basis of his process : “poverty is not the result of laziness or ignorance. A poor Bangladeshi woman works hard and has more abilities than she can use. She stays in poverty because she doesn't receive the whole value of her work. (... ) We consider credit as a human right. We have to destroy the myth which says that credit is the right of a few rich persons.” The repercussions of the Grameen Bank favoured the creation of several micro-credit organizations all around the world .

• Moj Prijatelj, House of Citizens in Grbavica (Sarajevo, Bosnia-Herzegovina). In September 1993, in a Sarajevo neighbourhood devastated by the militias' exactions was created the house of citizens which greets those who've been hurt by war. It's easier to reconstruct bombed and burnt houses and public buildings than to erase physical and psychological marks of the conflict. The children and teenagers are guest of the Moj Prijatelj (“My Friend”) house. The reconstruction of a civil society in Bosnia depends greatly on them and on the way they can go beyond their traumas.
  They're followed by psychologists, psychiatrists, specialised teachers and social workers, but the medical domain is not the only aspect of the house. The social workers are given a role of mediator and do their best to reestablish links between people who have been torn by nationalist speeches by working on the bases of tolerance and mutual respect with several activities which are sometimes educational. Their daily and patient action is one of the conditions to exercise a real citizenship which will be assumed by the citizens.

• Reclaim The Streets (England). Reclaim the Streets uses direct action as a way of protesting. The most significant ones are the street parties which block the traffic a whole day, and the most important united 10,000 people on a high way. The street they're claiming it's the public space we've lost. They're developing artistic practices in relation with the urban environment and are are against cars which they consider as a product of merchant abundance and the language of which is reduced to blow horns. They're lead to radically criticizing neoliberalism because of their ecologist preoccupations. They spread their claims to social and economic problems and tend to call themselves ecologists and anarchists.
• VIA (Verband der Initiativgruppen in der Ausländerarbeit - Federation of groups for initiatives about work with foreigners) - Regional Federation of Berlin/Brandenburg is a non-profit, public utility association created in 1992. It aims at federating political, cultural, and social work with foreigners, as well as intercultural work. The regional federation of Berlin/Brandenburg contains about 25 member associations and 17 promoting members. VIA's activities consist in promoting initiatives of foreigners fellow citizens aimed at the social work effected by and for foreigners, of german stump (Aussiedler) or others, at intercultural et anti-racist work, as well as public information related to these subjects.

• Vivre Ensemble (“Living Together”, Belgium). In order to end with the deadlocks of the social emergency action, that collective of Belgian social organisms are working on give back dignity to those who are called the excluded by making them relate who they are and what they want to be.

• ATTAC (Action for a Tobin Tax of Assistance to Citizens). In 1972, James Tobin, economy Nobel Prize winner, proposed the idea of a moderate taxing of all speculative transactions on the exchange markets, in order to enable governments to recover their autonomy margins in the matter of economic policy. ATTAC has been foundad in France in june 98 around a platform uniting citizens, associations, trade unions, and newspapers. By definition, taxing speculation depends on international devices. In nearly all countries, there are women and men, organisations, gatherings the preoccupations and activities of whom reflect those of ATTAC. ATTAC aims to reflect, to debate, and to work with them, taking into account the differences, and to help to converge as much as possible all of these people's efforts.

The work lead by the SEHREP animators on the psychiatric care scopes reveals the current disruptions affecting that domain such as day hospitals generalization, over-medicalization, social prevention of “madness”.
• SEL (Système d'Échange Local, LETS, Paris). Money was conceived as away to improve exchanges between men. In fact before the money creation, exchanges were just reduced to swap. The exchanges could be easily spread thanks to the creation of currency. But today, exchanges between men are limited because of the lack of money to buy what they need. which is the result of an economic stagnation and unemployment. In France, in the first SEL, which was created in October 94, the exchange unit corresponds to a value in which several persons can exchange at any time, goods, services and knowledge of different values. Thanks to the SEL creation, men can enjoy life even if the world economy is falling apart as it is shown by the more and more important jolts of the Stock exchanges and currencies.

• Yamakasi. In the Parisian suburbs, a virtuous artistic movement has been created by a group of young people.
  They are the Yamakasi (The Zairian word for “a strong mind in a healthy body”). The concrete outskirts are taken as a playground by that creative-expressing school without model. More than a sport, it's a moral code, a way of behaving and thinking... Thanks to fundamentals such as solidarity, honour, pride, courage and honesty, the Yamakasi are constantly improving. Their will is to surpass themselves to make possible the impossible... Their performances are conceived and performed as unique performances and they're working for the cinema, producing video clips, videos, ads, and cultural happenings.
